It is used for that, yes.
Even if gcc.exe is missing you should still be able to do
$ /f8/local/x-arm-gcc/install/bin/../libexec/gcc/arm-linux-gnueabi/4.4.0/cc1 --version
GNU C (GCC) version 4.4.0 20080618 (experimental) (arm-linux-gnueabi)
compiled by GNU C version 4.3.0 20080428 (Red Hat 4.3.0-8), GMP version 4.2.2, MPFR version 2.3.0-p2.
