Sounds like a trick question to me. gcc has used C_INCLUDE_PATH for a
very long time. I happened to have the 2.0 sources handy, so I
checked them, and they use CPATH and C_INCLUDE_PATH. They don't use
INCLUDE. That is from 1992.
