install.texi cleanups.

gcc/:
	* doc/install.texi: Linguistic and markup fixes.
	(Configuration) <--disable-cpp>: Remove description.
	<--enable-maintainer-mode>: Autotools files are affected, too.
	<--with-sysroot>: Improve description.
	(Building): Bump required GNU make version.
