	* powerset.h (SET_WORD, SET_SHORT, SET_CHAR): Do not redefine based
	on USE_CHAR.
	(USE_CHAR): No longer define.
	* eqps.c ffsetclrps.c flsetclrps.c: Remove !USE_CHARS support.
