Reorganize the projects pages:
- optimize.html is moved verbatim to x86.html
- remove the links to the ia64 and data prefetch projects from index.html
- all optimization items are copied from index.html to a new optimize.html
- optimize.html has a new section about target dependent optimizer issues
with links to x86.html and ia64.html, and a new section about prefetch
support.
