No, cross-compiles are not automatically freestanding, and .NOTPARALLEL ignores
any prerequisites, so it makes no difference whether you say
.NOTPARALLEL: install-freestanding-headers
or
.NOTPARALLEL: install-headers
or
.NOTPARALLEL:
they all have the same effect.
