[Bug c++/79727] -Wimplicit-fallthrough=3 doesn't seem to match any comments

I don't see a bug; // -fallthrough warns because it doesn't match any of
regexps in the manual for the level =3 (it has a space at the beginning). 
"//-fallthrough" doesn't warn.
