A trial patch for reload-loop problem
My first trial is to define a special movsf_ie insn_and_split used
when lra makes new reload insns.
Here is the check-gcc result with the patch + c#29 + patch c#32:

I'm backing out the patch in c#27 for this test because there are
many execution errors with it.
