Currently there is no way to handle ABI-changing target options conservatively
in lto-wrapper (complain if there are mismatches inbetween files, make sure
to carry them over to link-time).  This is because explicitely handling them
is not possible (the OPT_ enum is different for each target).

ABI changing options should be marked in the .opt files with a flag that
can be checked instead.
