The std::to_string functions are guarded by
!defined(_GLIBCXX_HAVE_BROKEN_VSWPRINTF). MinGW defines this symbol as 1 in its
os_defines.h, with a comment pointing to:

That bug was marked as "resolved" over three years ago, but the fix was just to
add this guard, not to actually get the functions to work.
Can this be fixed so that the to_string functions work on MinGW?
