[Bug bootstrap/41124] New: 'configure' checks for Ada compiler but does not build one

Although 'configure' does detect gnatbind/gnatmake and finds that the compiler
driver understands Ada, no Ada compiler is built.

'configure' should configure GCC for all buildable languages when the
--enable-languages option is not given.
