[Bug java/40731] Failure to bootstrap GCJ 4.4.0

This differs from what I've seen in Debian build logs, where `jvgenmain' is
compiled at a later stage with `prev-gcc/xgcc'.  Both are doing "make
bootstrap" and I fail to see why `jvgenmain' ends up being produced earlier in
the NixOS case.
