Subject: [Bug translation/39873] New: Wrong translation of output "gcc -c -Q -march=core2 --help=target" to Russian

1. setup /etc/env.d/02locale with value LANG="ru_RU.UTF-8"
2. Run env-update & source /etc/profile
3. Run gcc -c -Q -march=core2 --help=target. First sentence will be 
"&#1057;&#1083;&#1077;&#1076;&#1091;&#1102;&#1097;&#1080;&#1077;
&#1082;&#1083;&#1102;&#1095;&#1080; &#1085;&#1077;
&#1079;&#1072;&#1074;&#1080;&#1089;&#1103;&#1090; &#1086;&#1090;
&#1094;&#1077;&#1083;&#1077;&#1074;&#1086;&#1081;
&#1072;&#1088;&#1093;&#1080;&#1090;&#1077;&#1082;&#1090;&#1091;&#1088;&#1099;:"
- "The following options are NOT target specific"

when on english this sounds like "The following options ARE target specific"
