The patch is wrong, you need something like
-CFLAGS_FOR_TARGET = -O2 $(CFLAGS) $(SYSROOT_CFLAGS_FOR_TARGET)
+CFLAGS_FOR_TARGET = -O2 $(LIBCFLAGS) $(SYSROOT_CFLAGS_FOR_TARGET)
and similarly for CXXFLAGS.
