The same ICE causes a bootstrap failure on AIX when compiling
libiberty/cp-demangle.c

cp-demangle.c: In function 'is_ctor_or_dtor':
cp-demangle.c:4127: internal compiler error: in make_decl_rtl, at varasm.c:890
