[Bug tree-optimization/22564] New: [4.1 Regression] Compilation time increased about 11%

The compilation time graphs for all target in CSiBE have been drastically
increased from 2005-03-01. 

For example: Os  / O2  / O3
i686-linux:  11%   11%   17%
arm-elf:     10%   11%   18%
m68k-elf:    12%   12%   18%
