[Bug libgcj/17438] New: clean up thread native state using phantom reference


Currently our Thread native state object is handled
by a finalizer.  This runs into ordering problems however.
Instead we can use a phantom reference and a reference
queue to ensure this object is only cleaned up once
it is truly dead.
