Right now the constructor URL(URL,String), when given
a file: URL, will canonicalize the resulting file name.
I believe this is incorrect, the spec for this method
pretty clearly refers to URL normalization, a purely
textual manipulation.
The problem code is in URLStreamHandler.parseURL.
