Every time I closed a report due to this someone objected and said that
this _is_ supposed to work, which then duly started a flame war between
everyone. I think the proper way to proceed is to ask whether
out-of-source building works, and if yes then close the report. If not,
then there is definitely a problem.

Done. Emacs can do such things: just copy the text out of the GNATS audit
trail into an emacs window, strip the leading space, and call
base64-decode-region on the region previously marked.
