No, please don't go there. Such suggestions on forcible
measures seem always to make invalid assumptions about how
people use CVS when committing and what type of connection or
environment they have.
For example, that can probably not "bring up" something into the
shell-command-on-region I use in emacs. And no, no mandatory X
connection to gcc.gnu.org please.
People should just do what they are expected, like cvs diff
before committing.
