texinfo configuration with 20000724 snapshot with cygwin

20000724 snapshot doesn't build out of the box under cygwin. Last week it
did. configure decides not to build texinfo but "make bootstrap" tries to
use the (unbuilt) version of makeinfo in the build tree and ignore the
working installed version. Worked around the problem by deleting
$(srcdir)/texinfo
The first output from configure is
Configuring for a i686-pc-cygwin host.
*** This configuration is not supported in the following subdirectories:
texinfo
(Any other directories should still work fine.)
Unfortunately I lost the output from "make bootstrap" but it was trying to
run $(objdir)/../texinfo/makeinfo/makeinfo in the gcc directory.
