I think that some people can do large complex changes while breaking
the testsuite maybe 1 time out of 100. Sometimes these types of
people don't bother running the testsuite all the time. I don't think
we should inconvenience them by a silly requirement. However, others
have a far higher probability of breaking things, they should be
willing to learn more about their changes by running the testsuite, we
should not have to ask (or demand) they run the testsuite, they should
just do it. If they don't then a polite request does seem in order.
