egcs-19990524 missing includes in libf2c for cygwin

Configure in libf2c for cygwin of egcs-19990524 is failing to search the gcc
build directory, where 4 required .h files are located. Except for this, the
build of gcc/g77proceeds quite well on W2K and NT (but not on W95). I,m sure
the g++ would do as well with some of Mumit Khan's fixes.
