I verify this and find the same applies to my Irix6.5 build.

It didn't like the lack of const.
There was no prototype for fatal in system.h in 19990412.
Removing "const" in system.h conflicts with cccp.c:1013 and
10598,
genattr.c:35...
I add it instead in gen-protos.c
With this, I could build.
