bug in Makefile

I pulled down the current cvs tree and attempted a build
(under solaris7), and it blows up trying to create
c-gperf.h. The Makefile tries to use gperf with
a '-F' - the current version of gperf doesn't HAVE
a -F. I know that you can touch the file so that it won't bomb,
but this probably should be fixed.
