These special tools are only needed by egcs hackers. People who just
want to install releases or snapshots (i.e., not cvs udpated) egcs
just don't need them.

I don't know why a new dejagnu hasn't been released for such a long
time. The one at ftp.gnu.org is ancient! The gperf patch has become
necessary just a few weeks ago; maybe it's time to release gperf
2.7.1...
