egcs-19981101 experimental p5 ICE in stage1/xgcc at -Os



I find that BOOT_CFLAGS must be reduced to -O in order to build
egcs-1101 experimental successfully on cygwin-b19 W95 and
NT, and cygwin-b20 NT.  The working setup configuration for b19
and b20 are different, but the configure options need not be
different.

In case anyone hasn't noticed, egcs-19981026 appears to have
corrupted its source directories on every system I've tested, and
it's necessary to patch from an untouched copy of 1026 to get a
working 1101.  I'll have to repeat the Irix6.4 and i686-linux (at -O)
when those systems become available to me again.
