cc1chill doesn't install on cygwin32

I don't suppose it matters to anyone, but we're spending quite a bit of extra
time and space building chill, which we know nothing about. The final install
script doesn't find cc1chill to install it, so all this effort seems wasted.
Possibly a problem with the $(EXE_EXT) scheme?
