strange behavour on my egcs

[root@gunilla /root]$ gcc -v
Reading specs from /usr/lib/gcc-lib/i486-pc-linux-gnu/egcs-2.90.23/specs
gcc version egcs-2.90.23 980102 (egcs-1.0.1 release)

Tells me I'm using egcs ... But I have to do:

[root@gunilla /root]$ echo $CC
/usr/bin/gcc -I/usr/lib/gcc-lib/i486-pc-linux-gnu/egcs-2.90.23/include/

Because somehow it doesnt get searched for include files i i
don't do this... I really would appreciate to hear about what I'm
doing wrong or if this is a bug in egcs

I've asked on irc and got the tip to rebuild egcs and so i did, but
the result is the same.. I've solved it but it would be nice to
have it working correctly ;)
