[PATCH] More noexcept for standard mutex types and locks

Subject: [PATCH] More noexcept for standard mutex types and locks

These functions can all be noexcept (if we ever wanted to check the
mutex is owned by the calling thread in the adopt_lock ctors we'd
abort, not throw).

	* include/bits/std_mutex.h (mutex::native_handle)
	(lock_guard(mutex_type&, adopt_lock_t)
	(unique_lock(mutex_type&, adopt_lock_t): Add noexcept.
	* include/std/mutex (recursive_mutex, timed_mutex)
	(recursive_timed_mutex): Likewise.

Tested powerpc64le-linux, committed to trunk.
