[PATCH] Fix naming, qualification and broken test for propagate_const

Subject: [PATCH] Fix naming, qualification and broken test for propagate_const
Authentication-results: sourceware.org; auth=none

This test was invalid because it asserted that a default-constructed
propagate_const<int*> would be null, but it's intentional that the
default constructor doesn't initialize its member.

I also fixed things in <experimental/propagate_const> to meet our
conventions.

	* include/experimental/propagate_const (propagate_const::__t): Rename
	to _M_t and remove comment. Qualify std::move and std::forward.
	* testsuite/experimental/propagate_const/cons/default.cc: Fix test.

Tested powerpc64-linux, committed to trunk.
