[v3 patch] bump libtool_VERSION for 4.8 and trunk

Subject: [v3 patch] bump libtool_VERSION for 4.8 and trunk

When we added some GLIBCXX_3.4.19 symbols to 4.8.1 we forgot to bump
the library filename to libstdc++.so.6.0.19, fixed by the attached
48.txt, and 49.txt correspondingly bumps trunk to libstdc++.so.6.0.20,
to match the GLIBCXX_3.4.20 symbol version on trunk.

        * configure: Regenerate.
        * doc/xml/manual/abi.xml: Update version information.

Tested x86_64-linux, committed to trunk.
