I deliberately didn't do that.  A patch to just add specializations
could have added an #include to the end of <random> and <ext/random>
and be done.

Well, unless I misunderstood something, it would still require the config/cpu infrastructure, right? But nevermind, I was only thinking we could get out of the door as much uncontroversial code as possible.
