Subject: [v3] libstdc++/43813

Hi,

this is what I did to implement the resolution of lwg 1234. All in all pretty straightforward. Note I'm leaving alone for now basic_string and all the trickery with its exports (and well, I don't think *that* many people are instantiating basic_string for, eg, a pointer type).

Tested x86_64-linux, normal and debug, committed.
