Subject: [v3] tweak regex_error linkage to avoid vaugeness

This re-arranges <regex>'s exception object to avoid vague linkage bits,
in a similar way to the rest of the exception object hierarchy.

I've opened up an enhancement request for a warning that we can use to
search for similar things in a full-source audit. See 
http://gcc.gnu.org/PR47693

Also, the regex testsuite renames mentioned in passing a week or two
ago.
