The mere fact that two things are distributed together does not make
either a derivative work of the other. (If it did, most linux distros
would be illegal.)
That said, the FSF has a very particular definition of what it thinks
is a derivative work (see linking, dynamic), so it might have a
problem with anything that's packaged more fancily than say a zip
file.
I think that the more you can show it's the plugin that specifies the
format and such (rather than the plugin working off the format of the
data file, perhaps by having other data files for other things, and
having them all be installable independently), the better you'll be
when it comes to FSF's interpretation, but I don't grok the FSF's
point of view, so YMMV.
