One can safely assume almost no code is using static linking. And if it is not used having two competing implementations can be really bad. In any case, I assume that today most systems have the functionality of unregistering handlers in objects which are dynamically unloaded. This cannot work if an alternate atexit implementation is used. The result will be crashes where the code used to work before.
