AIX iconv testsuite fails

- Subject: AIX iconv testsuite fails
With the recent change to the testsuite, I now am seeing a number
of fails due to iconv:
FAIL: 22_locale/collate/transform/wchar_t/wrapped_locale.cc (test for excess errors)
Excess errors:
cc1plus: conversion from iso-8859-1 to UTF-8 not supported by iconv
/gcc/dje/src/libstdc++-v3/testsuite/22_locale/collate/transform/wchar_t/wrapped_locale.cc:26:29: conversion from iso-8859-1 to UTF-8 not supported by iconv
