[PATCH] basic_string::swap - remove redundant template params

This trivial patch removes the redundant restating of basic_string's
template params in the declaration of the swap() member, to be more
concise and consistent with the rest of the file.

tested i386-unknown-freebsd4.8, ok to commit?
