Based on this and Benjamin's input, I will make it a nested namespace
inside __gnu_cxx .  I was independently thinking about the issue
raised by Phil where stuff directly inside __gnu_cxx is not really
private to our users.

Is __gnu_cxx::__c99_binding OK?
