[RFC] Non-conforming begin() and end() iterators in <set> end <multiset>?

Uwe Sassenberg pointed out that in <set> and <multiset> we
have for begin() (same for end() and the reverse versions):
iterator begin() const;
instead of the couple (23.3.3):
iterator begin();
const_iterator begin() const;
Is our implementation ok?
