Hmmmmmm.
All the other things which I've thought would not be issues turned out to be
critical :-) so this is probably a worthwhile check. For that matter,
-fno-exceptions doesn't get tested as much as it should.

I need to get DJ's (or Mark's) approval for the include&libiberty changes.
There's some weirdness getting the verbose terminate handler exported (to
nobody's surprise, it's something with the "demangled names" feature). More
on that tomorrow, after some sweet sweet sleep.
Haven't tried it on the branch yet.
