Release criteria (was Re: Multithreading and version 2.95.2)

I can.  In a followup to that message, Joseph asked whether we could
make our list a part of the main GCC criteria.html.  After reading that
page, I don't know where it would easily fit.  Do we want to list those
libraries/applications in criteria.html, or keep our own list and link to
it from criteria.html?
