(patch) support x86-win32 targets


The following changes provide pretty complete support for various x86-win32
platforms using gcc-2.95 pre-release (I used 1999-07-15 CVS for a last
check). Most of the changes I hope are reasonable; the only odd one is
needed for mingw in bits/locale_facets.tcc and needed to work around a
compiler ICE. The test results, which I'll post in a bit, are almost as
good as you would get on ix86-pc-linux-gnu. In case you're wondering,
I did try it out on Linux and HPPA to make sure I didn't break other 
platforms. Patches against libstdc++-1999-07-17 CVS.

configure.in/acconfig.h changes: Some platforms, notably MS runtime,
provides some of the non-standard math functions only with a prefixed
underscore. We simply check for both, and pick the non-underscored
if it exists; if only undescored version exists, define it to have
the expected name.

math/mathconf.h: self-explanatory.

bits/locale_facets.tcc: This one is odd, and due to the current use of
wchar_t in the MS runtime. The current code crashes the compiler, and
hence the equivalent workaround.

bits/std_cwchar.h: Some platforms need it for size_t definition.

bits/locale.cc: x86-win32 -fno-implicit is subtly broken right now
(see the MULTIPLE_SYMBOL_SPACES section at the end of import_export_class
in cp/decl2.c, which is incorrect). We need this for all x86-win32
targets that define MULTIPLE_SYMBOL_SPACES in the compiler config.
