	PR libstdc++/28671 continued
	* acinclude.m4 (GLIBCXX_ENABLE_ATOMIC_BUILTINS): Don't use
	CXXFLAGS when checking for atomic builtins.
	* configure: Regenerate.
	* include/bits/atomicity.h: Revert.
