I don't get it.

Why is that an issue?  Surely you can wrap your application and
whatever libraries it requires in a package and distribute that.

libgcj is huge. On Windows, a static link of my executable with libgcj, the only option apparently, produces a 4Mb DLL. This is about 10% of the usual unix size of the full libgcj.
