I dont think compiling them into libgcj.so is a good idea. This way 
its possible for a system administrator to edit them to make system 
global changes. Even SUN put them into the installation tree.

Yes. And this will fix all locales to use the EURO where appropriate 
;-) And they will be more easily translatable.
