Isn't this what Adam Megacz does?
As I understand it, he exports CNI symbols through ActiveX typelibs as COM
components; such components integrate very well with VB, Delphi and these
other typical win32 languages. I haven't heard him complaining about
problems with it; or maybe he just doesn't like to complain :)
