According to MSDN SignalObjectAndWait is unsupported on 95/98/ME.

Ok, I stand corrected. However, I find http://www.page2stage.com/help/screenwriterstudio/advanced_options.htm which says that the function does exist in Win98 it just doesn't do anything.
