Committed --extdirs change to 3.1 branch

Subject: Committed --extdirs change to 3.1 branch

I just committed my gcc and libjava changes for --extdirs support to the
branch.  It will probably require a clean build once you get the
changes.  I'll move the changes to the trunk soon if no problems are
reported.
